The votes are in for the 2026 Rainbow Hills Estates HOA Board of Directors!
The HOA extends its sincere thanks to every member who cast a ballot for the upcoming fiscal year—whether you attended in person or submitted your vote by mail. Our turnout was higher than anticipated, and that enthusiasm is truly encouraging for our community.
During the meeting, neighbors shared many thoughtful ideas for the year ahead. One suggestion that stood out was to introduce each director to the neighborhood so everyone can put faces to names and better understand who is serving on their behalf. So, without further ado:
President – Patricia Hyler
Pat’s devotion to Rainbow Hills is unwavering. She pours her time, energy, and even personal resources into keeping our community informed and moving forward. Her generosity, leadership, and steady hand are the backbone of this HOA. We are deeply grateful for her warm heart and tireless dedication.
Vice President – Bianca Weaver
Bianca oversees HOA documents and reviews every exemption request with fairness and care. From day one, she and her husband stepped in ready to serve. Bianca’s commitment shines through everything she does, and our neighborhood is stronger because of her.
Treasurer – Raysa Anderson
Raysa brings accuracy, transparency, and calm stewardship to our finances. She has even offered her personal address for HOA mail, saving the association valuable funds. Her judgment, precision, and thoughtful contributions keep us financially grounded, and we are thankful for her service.
Compliance & Maintenance – Bob Weaver
Bob is the board member who quietly carries an enormous load. He researches, reviews, coordinates with county officials, and ensures that we remain compliant and informed. When maintenance needs expanded, he stepped in without hesitation—and we added compliance because of his reliability and integrity. His behind-the-scenes work safeguards our neighborhood every single day.
Secretary – Lynne Summers
Lynne captures every decision, crafts our minutes, prepares newsletters, flyers, and guidelines, and keeps our website updated and accessible. She designs forms, organizes communications, and helps give our community a clear, unified voice. Her work reflects her pride and deep commitment to Rainbow Hills Estates.
Historian – Laura Kacerik
It must also be noted that the board persuaded Laura to continue serving. Her long commitment is woven into the very history of Rainbow Hills—she has safeguarded our records, served as Secretary, handled Maintenance, and supported this community with unwavering devotion. Though she tried to step back quietly, she means far too much to us. We asked her to stay on as Historian, and with her usual grace, she agreed. We are truly grateful for her priceless experience and continued service.

Purpose: Rezoning from AR-2 ( Agriculture/ Residential)
to:
PDP (MF) Planned Development Project (multifamily),
PDP (MF) Planned Development Project (General Commercial), and
PDP (SF) Planned Development Project (Single Family ) with deviations
General Location: North of County Line Road, South of Pot of Gold Lane approximately 1,000 ft west of the intersection of County Lane Road and Suncoast Blvd.

County Line Road project: An 18.89-acre development north of County Line Road received a 3-2 recommendation for approval despite concerns from Rainbow Woods Estates residents. The mixed-use project would include four single-family homes, 170 townhomes, 15 apartments, and commercial space.
Commission members acknowledged traffic concerns on the increasingly busy County Line Road, with Chairwoman Kathryn Birren calling it “a real nightmare if you have to make a left.” However, the majority felt that construction timelines of 2-3 years would allow infrastructure improvements to catch up. The County Commission will consider the request at its Aug. 5 meeting.

Subject: Backyard Poultry and HOA Regulations
When the current Board took office, it was brought to our attention that three residents were keeping live poultry. Although Hernando County may issue permits for backyard chickens, the Rainbow Hills Estates Declaration of Covenants and Restrictions takes precedence. These private deed restrictions prohibit poultry, rendering such permits void within our community.
Rule #11: Animals and Pets
"No animals, livestock, or poultry of any kind shall be raised, bred, or kept on any lot for any purpose, except that cats, dogs, and other household pets may be kept, provided they are not bred or maintained for commercial purposes."
While all residents must comply with these covenants—regardless of HOA membership—the Board recognized that these residents had invested time and resources in securing county permits, albeit without knowledge of the HOA’s restrictions. To resolve this fairly, the matter was put to a vote among dues-paying HOA members.
Community Decision:
76% of voting members approved a resolution allowing current residents with valid Hernando County permits to keep their chickens until their permits expire.
Important Clarifications:
This exception applies only to current permit holders,
No new poultry or livestock will be permitted moving forward.
After permit expiration, residents must fully comply with HOA regulations.
Hernando County has been notified that livestock is prohibited in Rainbow Hills Estates.

As mentioned in our April newsletter, some residents are keeping live poultry. While Hernando County allows backyard chickens with a permit, this does not override our deed restrictions, which prohibits poultry. This is more than a question of chickens—it’s about how we shape the future of Rainbow Hills Estates. We’re asking you, our HOA members, to help decide what comes next.
